Modernization of DC’s Transportation Permitting System

1. Planning

The District of Columbia Government selected CODICE to replace its legacy Transportation Online Permitting System (TOPS) with a Modernized Permitting System (MPS). The new digital system is a cloud-native solution leveraging the latest Infrastructure as a Service (IaaS) and Platform as a Service (PaaS) technologies. The objective is to streamline and automate the DDOT’s 260 plus permitting processes, ensuring a modern, digitally responsive user experience for applicants while complying with the unique permitting governance structure of the District and its Department of Transportation.

2. System Analysis

CODICE analyzed current permitting processes and identified five key functional areas the new system supports:

  1. Permit lifecycle management, including submission, validation, assessment, modifications, approvals, rejections, compliance checks, inspections, and enforcement.
  2. Financial operations, such as payment processing, financial record management, billing, and revenue generation.
  3. Administrative flexibility, allowing DDOT personnel to create or modify permitting processes without requiring developer intervention while maintaining compliance with legal regulations.
  4. Internal and external reporting, ensuring transparency and operational efficiency.
  5. Integration with internal and external systems for processing DDOT applications, public space permits, and emergency work-order requests.

3. System Design

The solution is a scalable, cloud-native system that aligns with modern IaaS and PaaS frameworks. The human-centric design:

  • Created 46 unique workflows and 26 modules that support 272 distinct types of permits.
  • A user-friendly interface that simplifies interactions for both applicants and administrators.
  • Role-based access control (RBAC) to ensure security and compliance with governance policies.
  • Modular architecture to facilitate future enhancements and adaptability.
  • Seamless data integration with DDOT’s internal and external systems.

4. Development

CODICE employs best practices in cloud-based application development, focusing on:

  • Customization to address DC’s specific regulations and permitting workflows.
  • Automation of validation, compliance checks, and reporting.
  • Self-service capabilities that empower system administrators to configure the system without developer intervention.

5. Testing

Comprehensive testing strategies are employed to validate system performance and reliability, including:

  • Functional Testing: Ensuring all features work as intended.
  • Integration Testing: Confirming seamless data exchange with external and internal systems.
  • User Acceptance Testing (UAT): Engaging stakeholders to validate system usability.
  • Security and Compliance Testing: Ensuring data security and regulatory adherence.

6. Implementation (Deployment & Migration)

A structured data migration plan ensured smooth transition from the legacy system. This included:

  • Extracting, transforming, validating and loading (ETL) existing data into the new system.
  • Deploy customized user training programs to support system adoption.
  • Conduct pilot testing and phased rollout to minimize disruption.

7. Maintenance & Support

CODICE provides ongoing support post-deployment to ensure system stability and continuous improvement. Key support activities include:

  • Help desk and technical assistance for system users.
  • Performance monitoring to address potential system issues proactively.
  • Regular updates and patches to keep the system secure and efficient.

8. Change Management & Stakeholder Engagement
