Dash Kiridena

Founder and President

Dash has over 20 years’ experience leading large technology and operational projects in the healthcare and government services industries. Prior to founding CODICE, he served as the Director of Medicaid Recovery at the District of Columbia (D.C) Public Schools and held successive financial and operational roles in the D.C. government. Dash has an MBA from Johns Hopkins University and a BA in Economics from Clarion University of Pennsylvania.

Emmash Sudusignhe

Financial Controller

Emmash Sudusinghe is the Financial Controller for CODICE. He is a Certified Public Accountant (CPA) and Certified Management Accountant (CMA). He is a result driven member of our leadership team responsible for budgeting, accounting, financial analysis and financial forecasting. He is responsible for managing and overseeing the financial department for CODICE ensuring internal and project-based controls, Budget Management, Reimbursement Systems, and Compliance. Emmash has a Master’s degree in Finance from American University and Bachelor of Science in Accounting from the University of Maryland, Eastern Shore. Emmash plays an integral role in negotiating contracts with government agencies as well as private sector clients for CODICE. He also serves as CODICE’s custodian for all contractual and legal documents. He also assists in reporting CBE and First Source compliance for all CODICE contracts and solicitations.

Ashanthi Kiridena

VP Business Development and Human Capital

Ashanthi Kiridena serves as the VP for Business Development and Human Capital at CODICE. With over thirty years of administrative and management experience, she possesses a deep understanding of strategy, marketing, project planning, implementation, and business development. She has led numerous teams that expanded into new market segments and negotiated partnerships on behalf of CODICE. She has developed corporate compliance policies and procedures, including standard operating procedures and human resources policies, and provided employee training on compliance. She is currently responsible for overseeing CBE and First Source compliance for all CODICE contracts. In the health and human services sector, she has supervised programs related to congregate and supportive housing, such as senior housing, transitional housing, housing for persons with disabilities, nursing home transitions, ADA compliance, home modifications, and more. Kiridena is a strong advocate for affordable and accessible housing, and has worked on finding housing solutions for individuals and families within the 35% AMI. She has collaborated with brokers, realtors, developers, contractors, and clinicians to ensure individuals live in the least restrictive housing setting with the use of AI and Assistive technology. Her experience in the human services sector is an asset to the team for congregate and supportive housing.

Sully Ayubi

Chief Information Officer

Sully Ayubi has more than 20 years of comprehensive IT experience that has included the delivery of innovative, enterprise-level solutions across multiple industries, including in the nonprofit, healthcare, corporate finance, research, and Big 4 consulting sectors. Recently, Sully led multiple projects for the National Academies of Sciences, Engineering, and Medicine where he provided oversight of IT managed services for the Transportation Research Board’s enterprise systems, custom web applications, content management systems, vendors, and physical and virtual infrastructure. He is a George Mason Patriot with a B.S. in Information Technology and M.S. in Technology Management.

Hiranya Samarasekara

Founder and President

Hiranya Samarasekera is the Senior Vice President of Engineering for Software Development. He has over 20 years of experience in the IT industry, and has previously served as the Principal Advisor to the Ministry of Technology Sri Lanka, the CTO to the government of Sri Lanka, and as a VP of Engineering at Sysco LABS, which is a Sysco Corporation (NYSE:SSY).. Hiranya is a graduate from the Edith Cowan University (Australia) with a B.Sc. in Computer Science and Software Engineering, and holds an MBA from the same university. He is currently a PhD Student at the University of Oslo, Norway researching on Information Systems and Digital Public Goods (DPGs), and also working on his Master’s in Public Policy at the O. P. Jindal Global University, India. He is passionate about Public Policy, and Digital Public Goods. He is a certified Project Management Professional (PMP) and a Certified Scrum Product Owner (CSPO) of the Scrum Alliance.
